Family: The Solid Foundation of Society

The draft of the new Constitution of the Republic of Kazakhstan places special emphasis on the institution of the family. The document explicitly states that marriage and the family are under the protection of the state. This signifies the recognition of the family as a fundamental social value and strengthens its stability through law. For instance, when young families encounter social or domestic difficulties, the state is mandated to protect their rights and provide support. This demonstrates that the family is not merely a private matter but a value of profound public importance.

Furthermore, it is clearly stated that marriage is based on the voluntary consent of a man and a woman. This ensures individual freedom of choice while fostering family relationships built on integrity and responsibility. The draft Constitution also defines the duties and rights of parents regarding the upbringing of children, making them responsible for the child's education, health, and safety. In turn, the state must protect the rights of the child and create conditions for their comprehensive development.

These initiatives are closely aligned with the UN Sustainable Development Goals (SDGs):

  • The fact that marriage is based on the voluntary consent of a man and a woman aligns with the principles of SDG 5 (Gender Equality).

  • Parental responsibility for the upbringing, education, and health of children contributes to the achievement of SDG 3 (Good Health and Well-being) and SDG 4 (Quality Education).

  • Protecting family members from violence and providing legal guarantees is fully consistent with SDG 16 (Peace, Justice, and Strong Institutions).

These norms in the draft of the new Constitution establish a legal foundation for future generations to grow in a conscious and secure environment, aiming for a stable society and a reliable future.
